Public Notification of a Land Extermination for the Control of Adult Mosquitoes by Ultra Low Volume Equipment for West Nile Virus

Public notification of a land extermination for the use of an adulticide to control adult mosquitoes as vectors of West Nile Virus, when authorized by a local Medical Officer of Health*, is required. An advance copy of the notification must be provided at least 48-hours prior to the start of adulticide application, to the Director under the Pesticides Act**.

At least two of the following three alternative public notification procedures are to be used:

1. Publication of a notice in a newspaper of general circulation in the vicinity of the proposed land extermination at least 48 hours before but not more than seven days before performing the land extermination and, if necessary, repeated weekly. A notice is to be printed such that it is not less than 10 cm in width or the nearest equivalent in column layout. The notice must include the following information:

• the date(s) the land extermination is to take place;
• the name and location of the application area, indicating the perimeter bounding the application area;
• the name of the pesticide intended for use on the application area;
• the formulation (e.g., Liquid as an Ultra Low Volume);
• the type of application equipment (e.g., Truck);
•    the registration number (PCP number) assigned to the pesticide under the Pest Control Products Act (Canada);
• the name of the pest to be controlled (e.g., Adult mosquitoes); and
• the telephone number (indicating collect calls will be accepted) of a representative of the person performing the land extermination who can provide more information about it.

2. Distribution of written notices, as described in paragraph 1(a-h), at least 48 hours before but not more than seven days before performing the land extermination and, if necessary, repeated weekly to all land owners or occupiers of residential area land and persons in charge of public area land who are adjacent to or within the application area.
3. Airing of a radio and/or television broadcast on major listening or viewing stations that broadcast in the vicinity of the proposed land extermination beginning at least 48 hours before but not more than seven days before performing the land extermination and repeated at least three times per day (i.e., in the morning, afternoon and evening) throughout the land extermination. The broadcast must include the following information at a minimum:
   • the date(s) the land extermination is to take place;
   • the name and location of the application area, indicating the perimeter bounding the application area; and
   • the telephone number (indicating collect calls will be accepted) of a representative of the person performing the land extermination who can provide more information about it.

* the authorization of the Local Medical Officer of Health to proceed with mosquito adulticiding must accompany the advance copy of the public notification provided to the Director under the Pesticides Act
