Frequently Asked Questions Relating to Certificates of Approval:

What are Certificates of Approval?
Certificates of Approval are required for facilities that release emissions to the atmosphere, discharge contaminants to ground and surface water, or provide potable water supplies.  Certificates of Approval are also required for the transportation and disposal of waste.  Owners and operators are responsible for obtaining Certificates of Approval to ensure that the environment will not be adversely affected.

Do I need a Certificate of Approval?
Any facility that releases emissions into the atmosphere, discharges contaminants to ground or surface water, provides potable water supplies, or stores, transports or disposes of waste must have a Certificate of Approvals before it can operate legally.  Owners and operators of such facilities are responsible for obtaining Certificates of Approval.

How do I apply for a Certificate of Approval?
To apply for a Certificate of Approval, you must complete and submit an application form based on the type of approval that you require.  All forms, manuals and guidelines are available electronically.  To get paper copies of a form or any other information about Certificates of Approval, please contact the Environmental Assessment and Approvals Branch at 1-800-461-6290 or EAABGen@ene.gov.on.ca

What is the Environmental Registry?
An important part of the Environmental Bill of Rights, the Environmental Registry gives the people of Ontario vital information on the proposals and decisions of prescribed Ontario government ministries, including the Ministry of the Environment. Ontario residents have a right to comment on proposals for new acts, regulations, policies or instruments, such as permits and Certificates of Approval, posted to the registry.
Postings on the Environmental Registry show the name and address of a ministry contact person, often with a fax number, telephone number or e-mail address.

What is the Environmental Bill of Rights?
The Environmental Bill of Rights requires provincial government ministries that are responsible for a proposals that relate to or could affect the environment to take your comments into consideration when making a final decision on the proposal. Your written comments must be sent to the contact person within the specified comment period.
It also allows Ontario residents to seek permission or "leave" to appeal a decision to approve or not approve some actions or approvals, such as Certificates of Approval.
