Waste Disposal Site and Waste Management System Certificates of Approval

Approval must be obtained before using, operating, establishing, altering, enlarging or extending a waste management system or a waste disposal site.

Waste Disposal Sites

Operations that require a provisional Certificate of Approval for a Waste Disposal Site include, but are not limited to:

• a landfill or an incinerator
• processing someone else’s waste at your facility
• waste transfer and processing facilities and
• biosolids spreading sites.

All applications for a provisional Certificate of Approval for a Waste Disposal Site should include the following:

• A completed "Application for a Provisional Certificate of Approval for a Waste Disposal Site" form or a completed "Application for Approval of a Hauled Sewage (septage) or Processed Organic Waste (biosolids) Disposal Site" form, signed by the applicant.  For more information about this form, please see the "Guide to Applying for Approval of Waste Disposal Sites" and the "Guide to Applying for Approval of Hauled Sewage (septage) or Processed Organic (biosolids) Disposal Sites".
• The applicable fee and completed "Costs for EPA s.27 Applications - Supplement to Applications for Approval" form.  More information about fees for Waste Disposal Site applications is available in the document titled "Guide: Application Costs for Waste Management"

Waste Management Systems

Operations that require a Certificate of Approval for a Waste Management System include, but are not limited to:

• waste haulers
• haulers and spreaders of biosolids and septage
• mobile PCB destruction and
• mobile site decontamination systems

All applications for a Certificate of Approval for a Waste Management System should include the following:

• A completed "Application for Approval of a Waste Management System" form, signed by the applicant.  Guidance on completing this form is available in the "Guide to Applying for Approval of Waste Management Systems".
• The applicable fee and completed "Costs for EPA s.27 Applications - Supplement to Applications for Approval" form.  More information about fees for Waste Management System applications is available in the document titled "Guide: Application Costs for Waste Management"
