Proponents may also enter into an agreement with the Director of the Environmental Assessment and Approvals Branch to prepare and submit an environmental assessment (EA) with the associated terms of reference to the ministry for review and approval. This is usually done when the proponent feels that the nature of the project and the level of public interest warrant an EA. No Cabinet approval is required to enter into a voluntary agreement.
