PICTON – On August 14, 2009, Essroc Canada Inc. pleaded guilty to two violations for constructing and operating an ammonia addition system without a Certificate of Approval. The company was fined $17,000 plus a victim fine surcharge, and given six months to pay the fine.
The Court heard that the company, located in Picton, operates a hydraulic cement manufacturing facility. In February 2007, ministry officials attended the facility and made observations that the company had constructed an ammonia injection system on one of its process lines to reduce nitrogen dioxide emissions. The ammonia addition system had also been in operation between approximately May 30, 2006 and January 20, 2007. The company had applied for a Certificate of Approval, however, approval had not yet been given by the ministry.
The company was charged following an investigation by the Ministry of the Environment’s Investigations and Enforcement Branch.
