RED LAKE — On July 28, 2009, the Ontario Clean Water Agency (OCWA) was fined $2,250 and Cameron McIvor was fined $500, totaling $2,750, plus a victim fine surcharge, after pleading guilty to violations under the Safe Drinking Water Act.
OCWA operates the Ear Falls Water Treatment Plant for the Township of Ear Falls and Mr. McIvor was the operator-in-charge of the facility at the time of the offence. On November 17, 2007, a low chlorine event occurred at the water treatment plant, and the observation that the primary disinfection of the water drawn from Lac Seul at the Ear Falls Water Treatment Plant may not have been properly disinfected was not reported to the ministry as required. It had been reported to the Medical Officer of Health. The Ontario Clean Water Agency and Mr. McIvor were charged following an investigation by the ministry’s Investigations and Enforcement Branch for failing to report this observation. This failure to report to the ministry did not result in any adverse effect on the water quality delivered to the public in Ear Falls.
