VACUUM DRUMMOND INC. AND CLAUDE CHARRETTE FINED $7,000 FOR WASTE HAULAGE VIOLATIONS

OTTAWAOn September 24, 2009, Vacuum Drummond Inc. and Claude Charrette pleaded guilty to two violations under the Environmental Protection Act for operating and establishing a waste management system without a Certificate of Approval. 

The Court heard that Vacuum Drummond Inc. is a Quebec-based company that operates a waste management business and Mr. Charrette was the President of the company until December 31, 2007.  On August 30, 2007, and again on November 27, 2007, ministry investigators inspected a vehicle owned and operated by the company that was transporting waste generated in Quebec to a landfill site in Ottawa. During both investigations, the driver was unable to produce a Certificate of Approval authorizing the transport of waste to Ontario. Ministry records confirmed that no Certificate of Approval had been issued.  Further investigation determined that numerous loads had been transported illegally dating back to 2003.
 
The company and Mr. Charrette were charged following an investigation by the ministry’s Investigations and Enforcement Branch.  The company and Mr. Charrette were each fined $3,500 for a total of $7,000 plus victim fine surcharges and were given ninety days to pay the fines.
