Program or Service Description:
The Drive Clean program requires vehicles that are seven years and older undergo an emissions test at an accredited Drive Clean Facility for plate license registration and renewal.
Ontario vehicle owners who are temporarily working or vacationing outside the province of Ontario and are unable to undergo an emissions test at an accredited Drive Clean Facility may apply for a conditional pass report in order to renew their license (a conditional pass allows the vehicle owners to renew their vehicle license without undergoing an emissions test for the period of time that they are out of the province. The owner can contact the Drive Clean Call Centre to request an application which will be e-mailed to them. The conditional pass report is only applicable for owners of light duty vehicles. Conditional pass reports are not issued for heavy duty vehicles.

- We will acknowledge the receipt of your application and notify you of whether your application is complete within five business days
- We will call customers who submit incomplete applications within one business day of receipt
- We will process conditional pass report requests for out-of-province vehicle owners within two business days of receiving their complete application
- We will mail out pass reports for complete applications within two business days of receiving their conditional pass report. Total processing and mail-out time from the receipt of a complete application is five business days
- Feedback on the process, or any other inquiries, can be directed to the ministry's Public Information Centre and a response will be provided within 15 business days (see below)
