Program or Service Description:
The Drive Clean Office (DCO) oversees Ontario's mandatory vehicle emissions inspection and maintenance program to reduce vehicle emissions of smog-causing pollutants. Light duty vehicles are required to undergo biennial testing for a fee of $35 plus HST and heavy duty vehicles (with opacity above 20 percent) require an annual test for a fee that is market driven. Program services are delivered through fee-for-service contracts and performance contracts with private sector service providers.
Drive Clean requires vehicles to undergo an emissions test to identify emissions problems and have them repaired. In addition to smog-causing pollutants, Drive Clean is also reducing vehicle emissions of other chemicals, including greenhouse gases that damage our health and our environment. Through Drive Clean, we have an opportunity to make a positive contribution to the quality of our air through good vehicle maintenance, and by identifying emissions problems so that they can be corrected.

Program or Service-specific Standards:
- The Drive Clean Call Centre will forward unresolved customer complaints to the Quality Assurance/Quality Control contractor within one business day
- Calls received with complaints will be returned within one business day; complaints by correspondence are acknowledged within two business days, with anticipated turnaround time provided as needed
- Feedback on the process, or any other inquiries, can be directed to the ministry's Public Information Centre and a response will be provided within 15 business days (see below)
