Program or Service Description:
When filing a Record of Site Condition (RSC) under O. Reg. 153/04, the owner of the property has the option of either meeting generic Site Condition Standards or proposing Property Specific Standards developed in a Risk Assessment.
Property owners privately contract consultants to carry out a Risk Assessment to determine the potential for adverse effects to human health or ecological health from exposure to contaminated soils, groundwater and/or sediment that may be present on their properties and to propose property specific soil, groundwater and/or sediment standards, as needed. Risk Assessments must first be reviewed and accepted by the ministry before the owner can rely on the Property Specific Standards to support RSC filing.
Ministry review timelines for Risk Assessments are defined under O. Reg. 153/04 and can be 8, 16 or 22 weeks, depending on the type of Risk Assessment.

- The ministry will review submitted Pre-Submission Forms under O. Reg. 153/04 within 12 weeks
- The ministry will review Risk Assessments submitted under O. Reg. 153/04 within 8, 16 or 22 weeks (depending on the type of Risk Assessment)
- Feedback on the process, or any other inquiries, can be directed to the ministry's Public Information Centre and a response will be provided within 15 business days
