Program or Service Description:
Pesticides are used in the agricultural, forestry, structural, landscape, industrial and domestic sectors across Ontario to protect against pest damage to property and commodities.
The Pesticides Act and Ontario Regulation 63/09 provide a comprehensive regulatory framework for the management of federally registered and provincially classified pesticides to prevent adverse effects of pesticides on health and the natural environment.
Unless exempted under the regulation, a licence is required to sell pesticides (Vendor Licence), apply pesticides (Exterminator Licence), or to operate a business that employs persons that apply pesticides commercially (Operator Licence).
Pesticide Vendors and Exterminators are required to meet specific certification requirements. Ridgetown Campus - University of Guelph administers the Ontario Pesticide Training and Certification Program (Exterminator Licence training course and certification exam) and the Ontario Pesticide Education Program (Pesticide Vendor Certification Course) on behalf of the ministry. Once an applicant passes the exam, the applicant can apply to the ministry's Environmental Approvals Access and Service Integration Branch for a licence.

Program or Service-specific Standards:
- The ministry will acknowledge incomplete licence applications within 5 business days of receipt
- The ministry will review and communicate our decision within 20 business days of receiving all complete licence applications except for Mosquito/Biting Flies class of exterminator licences during non-peak periods from April to November, annually
- The ministry will review and communicate our decision within 1 business day of receiving complete licence applications for Mos/Biting Flies exterminator licences during non-peak periods from April to November, annually
- Feedback on the process, or any other inquiries, can be directed to the ministry's Public Information Centre and a response will be provided within 15 business days (see below)
