The 2010 Facility Greenhouse Gas Emissions Report Summaries is the inaugural publication of greenhouse gas emission levels for facilities in Ontario.
Under Ontario Regulation 452/09 the Ministry of the Environment collects emissions data from regulated facilities for sources listed in the regulation using the quantification methods in the Guideline for Greenhouse Gas Emissions Reporting.
The emissions report serves as a baseline for companies, the ministry and interested parties to understand emissions profiles, and it is a valuable tool for reporters to manage and reduce their greenhouse gas emissions.
In 2011, the ministry received 148 submissions of emissions reports from facilities based in Ontario. Of those, 130 were from facilities that emitted greater than 25,000 tonnes of carbon dioxide equivalent (CO2e) excluding CO2 from biomass combustion. The total emissions from the 148 facilities were just over 61 million tonnes CO2e (including CO2 from biomass combustion)

The ministry may update the data periodically and as needed.
Many industrial facilities in Ontario are required to report their greenhouse gas (GHG) emissions to the provincial government.
If your facility releases 25,000 tonnes (or more) of GHGs each year, and these GHGs are generated by any of the sources listed at the link below, you are required to submit an annual GHG emissions report.
GHG reporting requirements are governed by Ontario’s Greenhouse Gas Emissions Reporting Regulation. The Guideline for greenhouse gas emissions reporting, 2012 explains how you must quantify (calculate) your emissions.
Submit your GHG emissions report via Environment Canada’s Single Window System.
Third-party verification
Your GHG emissions report must be verified by an accredited verification body. This requirement took effect in 2012, for 2011 data.
Verification bodies must be accredited to International Standards Organization (ISO) 14065 by a member of the International Accreditation Forum (IAF). IAF members in North America include:

Verification statements for 2011 reports must be submitted by September 1, 2012. You must submit the verification statement issued to you by the accredited verification body via Environment Canada’s Single Windows System. Accredited verification bodies may use the ministry’s verification statement template if they so choose.
Compromised impartiality assessment
An accredited verification body must be impartial in its review/verification of a facility’s GHG emissions report.
Before reviewing a facility’s report, a verification body must assess whether any conflicts of interest exist—related to the facility or its operator—that might compromise the impartiality of its review.
The verification body must submit a Compromised impartiality assessment form to the ministry, whether or not it identifies any potential for compromised impartiality.
If the verification body does identify any potential for compromised impartiality, it must also develop and submit a mitigation plan to the ministry. Written approval of the mitigation plan from the Director is required before the accredited verification body can complete the verification.
