Not all projects require a terms of reference (ToR) and environmental assessment (EA). There are some groups or classes of projects that are carried out routinely and have predictable environmental effects that can be readily managed. These types of projects can follow a self-assessment process that is more streamlined.
This streamlined process provides a more efficient, timely, economic and environmentally-responsible approach. Public consultation is mandatory and contact should be made directly with the proponent for the project.
The level of assessment required is based on the nature of the project and the potential for environmental effects.
Projects within a streamlined process are:
- pre-approved or exempt (the Minister's approval is not required)
- conditional upon being planned according to the streamlined process
- not required to conduct a higher level of assessment such as an individual EA
Streamlined EA processes include a process where any interested person, that has significant environmental concerns about a project, may request a higher level of EA study.
