A class environmental assessment (class EA) is a document which sets out a self-assessment streamlined EA process. A class EA applies to routine projects that have predictable and manageable environmental effects.
The class EA is prepared by the proponent following the approved terms of reference. The class EA document is submitted to the ministry for review and a decision following the individual EA process.

Once the class EA document is approved by the Minister and Cabinet, the proponent can follow the streamlined EA process, as outlined in the approved class EA document to plan the listed activities/projects.
There are currently 10 class EAs in Ontario. These cover a wide range of projects and activities such as municipal roads, sewage and water infrastructure, highway construction and maintenance, forest management activities and other public-sector activities.
A Part II Order request is an opportunity for anyone to ask that a higher level of assessment be carried out through preparation of an individual environmental assessment (EA) for projects planned following an approved class EA process.
The request for a Part II Order should be made only when there are outstanding significant environmental issues that cannot be resolved through the class EA process, through discussions with the proponent or through mediation.
The request must be made in writing to the Minister of the Environment after the proponent has issued a Notice of Completion of the environmental study report. Ministry staff will review the request, consider evaluation criteria, consult with other technical staff and make a recommendation to the Minister. Depending on the project, the ministry’s review typically lasts between 30 and 66 days.
