The Charges for Industrial and Commercial Water Users Regulation (O. Reg. 450/07) establishes a charge of $3.71 for every million litres of water taken by highly consumptive industrial and commercial users, like beverage or ready-mix concrete manufacturers. This charge is assessed against the total amount of water taken annually; not just the amounts incorporated into the highly consumptive processes.
Money collected from these charges is used to cover a portion of the province’s costs for water quantity management activities and programs, such as preparing water budgets, monitoring, and controlling takings and their impacts.
Water charges contribute to the conservation, protection, and sustainable use of water for the environmental, social and economic benefit of the people of Ontario.
Industrial and commercial water users who are subject to water charges must submit a one-time report to the ministry and promptly advise the ministry of any changes to this report.
Communal waterworks owners and operators must report up-to-date information to the ministry each year on industrial and commercial water users connected to their waterworks on or before March 31st of the following year.
