Ontario Regulations 102/94 and 103/94 are part of Ontario’s 3Rs Regulations. They help schools and other businesses reduce, reuse and recycle their waste materials.
BE SURE TO DISCUSS YOUR WASTE AUDIT AND WASTE REDUCTION WORK PLAN WITH YOUR SCHOOL BOARD OR BOARD OF DIRECTORS BEFORE BEGINNING. THEY MAY ALREADY HAVE A PLAN IN PLACE THAT MIGHT HELP YOU.
Who must comply
The operator of an Educational Institution, such as schools and post-secondary institutions, must comply with Ontario Regulations 102/94 and 103/94 if the location or campus:
- has more than 350 persons enrolled at any time during the calendar year (This requirement continues to apply for two calendar years following the last year in which more than 350 persons were enrolled at the location or campus.)
- is located within a local municipality with a population of 5,000 or more (only applies to O. Reg. 103/94).
Requirements
To comply with Ontario Regulations 102/94 and 103/94, operators of qualifying educational institutions are required to:
- conduct waste audits and prepare a written report of the audit
- develop a waste reduction work plan
- implement the waste reduction work plan and update it annually, and implement updates
- source-separate certain wastes and make reasonable efforts to reuse and recycle this waste (if located within a local municipality with a population of 5,000 or more)

You are required to document this information under Ontario Regulation 102/94 and to make it available to the Ministry of the Environment if requested. Update these documents annually.
