The ministry began the Clarkson Airshed Study (CAS) in 2000. This study was launched in response to concerns from the community about:

• air quality
• elevated levels of inhalable particulate matter being measured in the community downwind of the Clarkson Airshed
• monitoring data that showed potential sources of nitrogen oxides within the area of the airshed

The study looked at how emissions from local industries, vehicles, residences and sources outside the study area affected air quality in the Clarkson area. It also identified the sources of key pollutants in the region and analyzed data from air quality monitoring and modeling.
