WINDSOR - On April 24, 2012, Epping Forest Trailer Park Ltd. pled guilty to four violations under the Ontario Water Resources Act for failing to comply with a Certificate of Approval for a private sewage treatment facility.
The Court heard that the company runs a campground in the Town of Essex. The sewage treatment system at the site is operated pursuant to a Certificate of Approval issued by the ministry. In October 2009, the ministry attended the site for an inspection. The inspection revealed that the trailer park was responsible for failing to provide a licensed operator for the overall operation of the sewage treatment system; failing to install and maintain a continuous flow measuring device to measure the flow rate of the effluent; and failing to collect samples as specified and failing to prepare and submit a performance report on an annual basis.
The company was charged following an investigation by the ministry's Investigations and Enforcement Branch.
The company was fined a total of $20,000 plus a victim fine surcharge and was given 30 days to pay the fine.
