Description:
The primary purpose of this guideline is to control the use of waste material as a dust suppressant through the issuance of an Environmental Compliance Approval. The guideline applies to carriers applying wastes as dust suppressants. Sites receiving wastes as dust suppressants are exempt from approval, provided the site and wastes are identified in the carrier's Environmental Compliance Approval.
This guideline shall be enforced through the following mechanisms. The Regions will require a proponent to apply for an Environmental Compliance Approval for a dust suppressant system using a waste. The Approvals Branch will review applications and issue (or refuse to issue) an Environmental Compliance Approval with appropriate conditions.
