Description: The purpose of this report is to assess the effect of environmental penalties on prosecutions and to make recommendations pertaining to what, where and how we apply environmental penalties going forward. This first review report provides an overview of the Environmental Penalty Program and its implementation from August 1, 2007 until December 31, 2011.
