Purpose of the Update
The purpose of this update is to advise on how to register as a "Qualified Person" (QP) with the Ministry of the Environment for the purpose of creating and submitting a Record of Site Condition (RSC) in the Brownfields Environmental Site Registry.
The update does not apply to qualification requirements in relation to the preparation or supervision of a risk assessment. These requirements are set in Section 6 of Ontario Regulation 153/04.
As of October 1, 2004, all RSCs are to be submitted to the ministry electronically through the Registry as set out in Part XV.1 of the Environmental Protection Act and the Ontario Regulation 153/04. The Brownfields Environmental Site Registry can be accessed through the Minstry of the Environment website.
How to Register as a QP?
You must provide proof of your professional qualifications in order to obtain a user name and password to access the QP functions of the Registry. To provide this proof, you must:
- Obtain the Qualified Persons Registration Form from the MOE website
- Complete the Registration Form and fax it to the Environmental Site Registry Office at 416 314-6810
Once the ministry receives a completed Registration Form, the QP will be provided with a unique user name and password. This will allow access to the special QP functions of the Registry.
