Memo to: Managers of analytical laboratories performing analyses required
for Ontario Regulation 267/03

Subject: Ontario Ministry of the Environment Acceptance of Accreditation
Status
Ontario Regulation 267/03 made under the Ontario Nutrient Management Act 2002,
and the Sampling and Analysis Protocol incorporated by reference in that regulation,
requires laboratories that analyze soil and land applied material for nutrients,
metals, and E. coli, as required by the Regulation, to be accredited to the international
standard ISO/IEC 17025 “ General requirement for the competence of testing and
calibration laboratories”.
The Ministry of the Environment requests that the Scope of Accreditation for all accredited methods used for the analysis of soil and land applied material for nutrients, regulated metals and E. coli, be submitted electronically by the laboratory owner/ manager to nma@ene.gov.on.ca before February 28, 2005.
The electronic submission must include a statement to verify that the Scope of Accreditation submitted meets all of the requirements of the Sampling and Analysis Protocol as incorporated by reference in O. Reg. 267/03.
The Ministry of the Environment (MOE) will request of the Standards Council of Canada (SCC), that all acceptable Scopes of Accreditation submitted bear the designation of Ontario Nutrient Management Act (ONMA) when listed on the SCC web site. This designation will provide interested parties with a primary indication that the method identified by the Scope of Accreditation may be applied for use under O. Reg. 267/03. Laboratories would then make case specific determinations about whether to use a given method in a given set of circumstances.
