Hazardous Waste
Hazardous wastes are primarily generated by industrial and manufacturing processes, however they can also be generated from the commercial and institutional sectors, and from households. Hazardous wastes include a broad range of materials such as manufacturing residues (e.g. waste acids, contaminated sludges and complex chemicals), biomedical wastes from hospitals, spent photo finishing chemicals, waste pesticides, PCBs, motor oil, unused cleaning products from homes and discarded batteries. These wastes require special handling to reduce adverse effects to human health and the environment.
Ontario has a comprehensive legislative and regulatory framework to ensure that hazardous wastes are managed in an environmentally safe manner. Through the Environmental Protection Act (EPA) and accompanying regulations, the Ministry of the Environment (MOE) has established a cradle to grave management system which includes the systematic control of collection, storage, transportation, treatment, recovery and disposal of this waste.

General Hazardous Waste
Regulation 347
Regulation 347 identifies hazardous wastes through a series of listings and tests. It also sets standards and requires annual registration of generators of hazardous waste (HW) and liquid industrial (LIW) and the payment of a registration fee.
Fact Sheet: Waste Storage, Mixing and Processing Requirements Effective March 31, 2006
Regulation 347 was amended by Ontario Regulation 461/05 to deal with on-site handling, mixing, and processing of waste, on-site storage of hazardous and liquid industrial wastes, and the requirements for waste disposal sites and waste management systems. This fact sheet outlines the new requirements.
Minister’s Requirement for Hazardous Waste Fees
Generators of liquid industrial and hazardous waste in Ontario, and out-of-province generators that send their wastes to Ontario for disposal, are subject to a charge for their annual registration. The Minister’s Requirement outlines the fee structure associated with this cost-recovery initiative.
Registration Guidance Manual for Generators of Liquid Industrial and Hazardous Wastes (December 2001) This manual assists waste generators, carriers and receivers to understand their obligations and facilitate compliance with the requirements of Regulation 347 with respect to the management of hazardous wastes and liquid industrial wastes. The manual can be downloaded in whole or in parts.
Toxicity Characteristic Leaching Procedure (TCLP)
Analysis method that must be used to identify if a waste exhibits a hazardous characteristic (leachate toxic).
Notice of the Storage of Subject Waste Form
This form can be used by generators to meet their obligations under section 17.2 of Regulation 347 with respect to the storage of subject waste for more than 90 days.
Generator
Registration Report (Revised August 2007)
A printable Generator Registration Report
(GRR) is available for generators who need to
register by hard copy rather than electronically.
Also included are instructions for submitting
the GRR and for payment of the fee. |

News Release: Provincial Action Will Protect The Environment For Future Generations (August 10, 2005)
Fact Sheet: New Pre-Treatment Rules for Hazardous Waste (August 10, 2005)
Regulation 347 was amended by Ontario Regulation 461/05 to put in place
a Land Disposal Restrictions (LDR) program that
prohibits the land disposal of untreated hazardous
wastes and requires the wastes to meet specific
treatment standards. The fact sheet outlines
these regulatory changes. |

| Hazardous Waste Information Network (HWIN)
The Hazardous Waste Information Network (HWIN) is a web-based system that allows generators, carriers, and receivers to register their activities with the Ministry of the Environment online. HWIN also enables users to pay the generator registration fee and to create and process electronic manifests over the web. |
