Waste Diversion Act Update

WDA Review

On October 16, 2008, Minister Gerretsen released a discussion paper titled Toward A Zero Waste Future – Review of Ontario’s Waste Diversion Act. The purpose of the paper is to solicit feedback on the legislation, the program experience associated with the Act, and a new approach to waste diversion in Ontario. Please provide input through the Environmental Registry at www.ebr.gov.on.ca (Registry #010-4676) or submit your comments to the address below. The deadline for submitting comments has been extended to April 1, 2009.

Consultation Sessions

As part of the Waste Diversion Act review, we invite you to share your experience with waste diversion through our e-consultation. The e-consultation has questions for you to answer that will help us understand what is important to you when it comes to waste diversion at home at work and in your community.

At the same time as the Waste Diversion Act review was launched, the Minister also directed Waste Diversion Ontario to undertake a review of its Blue Box Program Plan.

The Waste Diversion Act, 2002 –passed on June 27, 2002 –created Waste Diversion Ontario (WDO), a permanent, non-government corporation, which is run by a Board of Directors comprised of industry, municipal and non-governmental representatives.

The Act gave WDO the mandate to develop, implement and operate waste diversion programs—to reduce, reuse or recycle waste.

The Ministry of the Environment is responsible for overseeing the Act, including WDO activities. The Act enables the Minister of the Environment to appoint a public service employee as a non-voting member of the Board. In addition, the Minister decides which waste materials are to be designated under the Act. Waste diversion programs are developed by WDO in accordance with a Minister's request and, once submitted, must be approved by the Minister before they can be implemented.
