Ontario Regulation 127/01:
Airborne Contaminant Discharge
Monitoring and Reporting

Ontarians have a right to know what is being put in the air they breathe and the Ministry of the Environment is committed to keeping the public informed about airborne emissions in their communities.

Ontario’s Regulation 127/01 - Airborne Contaminant Discharge Monitoring and Reporting Regulation, requires that Ontario-based facilities emitting certain quantities of substances report to the government and also requires that the reports be available to the public.

Effective February 20, 2008, the Ministry of the Environment has amended O.Reg.127/01. The amended regulation maintains Ontario’s high standard of environmental transparency while harmonizing the province’s air emission reporting system with that of the federal government’s National Pollutant Release Inventory (NPRI) program and saving business time and money. Guideline revisions in December 2007 to O. Reg. 127/01 have delisted all substances except for acetone in order to reflect changes to Ontario's air monitoring and reporting program.

The February 2008 amendment has removed substances that are required to be reported through other federal/provincial regulations and has de-listed substances that present minimal risk, if any, to the environment and human health. In addition, the 2008 amendment has eliminated some duplicate reporting requirements. The present amendments to the O. Reg. 127 Step-by-Step Guideline will de-list all of the substances listed under O. Reg. 127  except for acetone which will be, for reporting year 2007, the single substance under O. Reg. 127/01 to be reported through One Window National Environmental Reporting System (OWNERS).

Whether required to report emissions under O.Reg. 127/01 or the NPRI program, Ontario-based facilities will continue to use the national web-based reporting system called OWNERS, the One Window to National Environmental Reporting System.

Beginning for reporting year 2005, all Ontario airborne emissions data, including those reported under the authority of O.Reg. 127/01, will be available to the public through the National Pollutant Release Inventory program. Access to data reported from 2001 through 2004, and all information relating to the previous version of the regulation, will be available in the OnAIR Historic Repository.

Current Information

  • Filing Direction for Reporting Year 2007: Owners and operators of Ontario-based facilities required to submit reports under O. Reg. 127/01, the Airborne Contaminant Discharge Monitoring and Reporting Regulation, are advised that on February 20, 2008, the Government of Ontario announced an amendment to the O. Reg. 127 Step-by-Step Guideline which de-listed all substances except for acetone.  Accordingly, for reporting year 2007, the single substance reportable under O. Reg. 127/01 is acetone.
