MEMBERS OF THE EXECUTIVE COMMITTEE ON TRANSBOUNDARY AIR POLLUTION

Dr. Ted Boadway (Chair)
Dr. Boadway was the Executive Director of Health Policy at the Ontario Medical Association. Dr. Boadway, who spent the first 13 years of his professional career as a family physician, was responsible for the influential OMA policy statement on “Health Effects of Ground-Level Ozone, Acid Aerosols & Particulate Matter,” and more recently, for the development of the interactive computer software program, “Illness Costs of Air Pollution.”

David Balsillie, MSc., Ph.D.
Dr. Balsillie is the chair of the Ministry’s Advisory Committee on Transboundary Science. He is an Adjunct Professor with the Faculty of Forestry at the University of Toronto. As a former Assistant Deputy Minister at both the Ontario Ministries of the Environment and Natural Resources, he brings a wealth of public sector experience to the committee, including extensive work on the long-range transport of air pollution and acid precipitation files. Dr. Balsillie is currently on the Board of Directors of the Ontario Forestry Association and is the Forest Policy Examiner for the Ontario Professional Foresters Association.

Marc Garneau, Ph.D.
Dr. Garneau, a Companion of the Order of Canada, is best known as the first Canadian astronaut to fly in space. During his tenure as President of the Canadian Space Agency, Dr. Garneau focused on building stronger links between the Agency and its stakeholders, namely, the scientific community, government and industry.

Scott M. Hand
Mr. Hand was elected Chairman and Chief Executive Officer of Inco Limited in April 2002, after serving as Deputy Chairman and CEO since April 2001. He has been instrumental in shaping progressive environmental standards at Inco, including reducing sulphur dioxide emissions by 175 kilotonnes at the company’s Sudbury operations as part of the Countdown Acid Rain Program.

David G. Hawkins
Mr. Hawkins is the Director of the Climate Center at the Natural Resources Defense Council. The Climate Center focuses on advancing policies and programs to reduce the pollution responsible for global warming. In addition to working with Congress to design a legislative mechanism that will slow, stop and reduce the emissions of global warming pollution, Mr. Hawkins is recognized as an expert on advanced coal technologies and carbon dioxide capture and storage.

Arthur N. Marin
Mr. Marin is the Executive Director of the Northeast States for Coordinated Air Use Management (NESCAUM), a nonprofit association of air quality agencies in the Northeast. NESCAUM works to create effective solutions to critical clean air issues that harmonize environmental, public health, economic and other societal goals through cutting-edge scientific research, policy analysis, outreach, and demonstration projects. Prior to joining NESCAUM, he worked on air quality and transportation issues with the Massachusetts Department of Environmental Protection and the Florida Department of Transportation.

Ken Ogilvie
Mr. Ogilvie is the Executive Director of Pollution Probe, one of Canada’s most respected environmental groups. His previous positions include Manager of Policy Coordination for the Ontario Ministry of Environment and Energy and as Executive Coordinator of the Ontario Round Table on Environment and Economy. Mr. Ogilvie has also worked for Environment Canada and the Manitoba Department of Environment.

John Stanton
Mr. Stanton is the Vice President of Energy and Climate Programs with the National Environmental Trust in Washington, DC, a non-profit organization that informs citizens about environmental problems and how they affect health and quality of life. A lawyer in New Jersey, Mr. Stanton has worked for the US Environmental Protection Agency, the New Jersey Attorney General's office, the Superior Court of New Jersey and Senator Bill Bradley.
