The Communications Branch provides an information link on the ministry's policies and programs to the general public and targeted audiences. The branch has four sections: The Director's Office, Strategic and Regional Communications, Issue Management and Media Relations, and Client Services. The branch develops the ministry's corporate communications strategies, produces print and electronic communications materials, manages the ministry Web site, responds directly to inquiries from the media and public, manages and co-ordinates briefing material and manages and co-ordinates the minister's correspondence. The branch also operates the Public Information Centre (1-800-565-4923 and (416) 325-4000), which provides information on the ministry's programs and publications.

The Legal Services Branch counsels the ministry on the interpretation of statutes and regulations and the preparation and review of proposed legislation, regulations and other legal documents. Branch lawyers conduct prosecutions under provincial environmental legislation, act as counsel at environmental hearings, represent the ministry and instruct, support, and counsel on civil claims against the ministry and the province. The branch is part of the Ministry of the Attorney General.
