Sector Compliance Branch: Inspections

PAINT AND COATINGS MANUFACTURING FACILITIES

The Sector Compliance Branch began its inspection sweep of paints and coatings manufacturing facilities in October 2006, and continues to conduct inspections of this sector throughout the province.

Paint and Coatings Manufacturing Facilities

There are over 100 businesses in Ontario that are involved in paint and coatings manufacturing. The majority of these companies are small manufacturing sites, mostly located in urban industrial parks in Southern Ontario, mainly in the Greater Toronto Area.

Paint and coatings manufacturing companies produce goods for a wide range of consumer and commercial products such as paints, varnish, stains, lacquers, powder coatings, polyurethane coatings, paint and varnish removers, paint brush cleaners and wood fillers. Some environmental issues related to the production of paints and coatings include air emissions (mainly volatile organic compounds, which are one of the components of smog) and solid waste that is improperly stored.

The Inspections

When conducting inspections of these facilities, the inspectors typically:

  • Ensure that all sources of air emissions are approved by a certificate of approval (Air) and that all equipments / processes are operated in accordance with the terms and conditions of the certificate of approval,
  • Ensure that the companies have proper spill management practices,
  • Ensure that the company is using proper wastewater and solid waste management practices.
