PERMIT TO TAKE WATER (PTTW) ADMINISTRATIVE FEES

Effective April 2005, the Ministry of the Environment started charging an administrative fee to recover the Ministry’s costs to process, review and issue permits.  All applicants for a Permit to Take Water are required to pay a fee, with a few exceptions.  These exceptions include: water takings for irrigation and frost protection for agricultural purposes, wetland and wildlife creation projects, and first applications for a permit by a grandfathered water taker, as noted below. 

The Ontario Water Resources Act provides the authority to implement a user fee to recover the costs to process, review and issue a permit.

  • Application not accompanied by supporting scientific evaluation or studies.

Category 2*

  • Application accompanied by a scientific evaluation (Schedule 2 and/or 3) certified by a qualified person.

Category 3*

  • Application accompanied by a scientific study (hydrogeological and/or hydroecological study) completed by a qualified person.

PTTW for an Agricultural Purpose

  • Water takings for irrigation and frost protection for agricultural uses including vegetable crops, tobacco, fruit orchards, flowers, nurseries, tree and sod farms, tender fruit and aquaculture.

PTTW for a Wetland/Wildlife Conservation Project

  • Water takings for projects for which the primary purpose is protecting, enhancing, restoring or establishing wildlife habitat or a wetland.

First PTTW for a Grandfathered Water Taker
  • A first application for a permit by a grandfathered water taker
  • Grandfathered water taking refers to the exceptions under section 34(3) of the Ontario Water Resources Act.  These include a water taking by means of a well, surface water intake, structure or works for diversion or storage of water, that was established before March 30, 1961 and was not reconstructed, reinstalled, improved, deepened, extended, altered or replaced on or after that date.

All fees are payable to the Minster of Finance by credit card (VISA, Master Card, American Express), certified cheque or money order in Canadian funds. 

 

*       Please refer to the Permit to Take Water (PTTW) Manual (2005) for permit categories. 
**      If in the Director’s opinion, the amount of time spent by Ministry staff and the expense incurred by the Ministry in the review of the application is insignificant.
